Peter Dawe, not seen here, was the sergeant of Police in Upper Hutt at the time and may have commissioned the photographs. The medals were possibly for long service.

The February 19, 1980 'Leader' reported that Peter Dawe had joined the Police in 1949; became a sergeant at Wellington Central police station in 1957, and moved to the Police Training College in the same year. He became senior sergeant in 1963 and became senior sergeant in Upper Hutt in 1976; he had just been awarded a long-service medal.
