DescriptionA proposal by Dunedin's Siegfried Koglmeier won a 1993 competition for the site, and a picture of a model was printed in the 'Leader'; curving and twisting tubes were to be mounted on the pavement, and possibly verandas.
There was considerable debate over the scheme, and one enterprising party mounted a car's exhaust pipe vertical in Main Street .
The sketch printed later showed much more tightly-curved and tapering tubes; one possible contractor refused to tender.
Cartoonist Phill Mudgway showed BellSouth engineers suggesting that an unwanted cellphone tower would not be noticed in such surroundings.
The project was cancelled when a tendered cost exceeded the allocated funds by over $20 000.
A letter was written on behalf of local dogs, regretting the loss of a promised facility.
The 'procession' was made and installed much later; the material is similar to 'Corten' steel; made to corrode with a stable oxide film, and not needing paint.
The September 23, 2015 'Leader' printed a picture; th3 article announced that Russell Street would close between Main Street and the car park, and seating, shade canopies, planting boxes and a drinking fountain would be added.
