DescriptionA postal single transferable vote replaced the previous ward system, where Upper Hutt had two representatives.
There were 24 candidates for 7 board positions, with 7 coming from the 'Leader' area.
The 'Leader' printed at least 23 photographs; the collection has five of them.

He had stood for city council in 1980, and came fifth of eleven candidates for the eight seats in the city ward. He did not sit for the 1983 election.
