Wit the Camp Road railway crossing due to be replaced by one from Sutherland Avenue to Messines Road, the best place for an entrance would be Messines Road. 1.6 kilometres of new chain-link fence, 1.6 metres high, would be built along the boundary in solid line, with the dashed part to be added later. It was protecting fencing, rather than the security type. Camp Road would only be closed after Messines Road was extended to Alexander Road.
