A P Godber is actually the chap with the moustache in the middle, just to the left of the 491 number plate. But what is of real interest to me (as a railway historian and enthusiast) is that the loco is fitted with a swiveling acetylene headlight. They were probably testing how that headlight performed on curved track, especially in the tunnels beyond Upper Hutt.
And as an aside, this locomotive still exists at the Museum of Transport and Technology at Auckland.
