DescriptionHe would be one of three judges; the others were gardening correspondent and broadcaster Moira Ryan, and Noel Trudgeon, a local nurseryman.

A greyscale image was printed in the 'Leader' on February 21, 1989.

He had come from Wanganui in 1983, and was pictured in the March 15 'Leader'.

Mr Carter, as the council's manager of recreation and community affairs, was made redundant after the role ceased to exist in September 1991. Tom and his wife, Joy, moved back to Wanganui, where they hd bought a tree nursery.
