Lower Hutt and its mayor John Terris had been campaigning to change its name to Hutt City. The decision was up to Rimutaka M P Paul Swain, who was Minister of land Information; he might have to defer to the Prime Minister, who would be more impartial. The May 31 'Leader' had printed a picture of Rex Kirton in a kayak with a new Hutt Valley visitors' guide; they could have used another, with both mayors aboard.
