DescriptionThe pedestrian underpass would connect Kaitoke Regional Park and the Pakuratahi Forest.
SH 2 was being upgraded, and adding the underpass during the process would add $60 000-$80 000 to the cost; Transit New Zealand felt that the city council should contribute to the cost.
