The proposal had been debated for months after a plan was printed on February 10, 1999; it was feared that it would divert trade from Main Street.
The proposal listed two department stores between 7000 and 14 000 square metres; a 4200 square-metre supermarket; 200-250 specialist shops; two food courts and restaurants seating 500; 30-lane bowling alley; 14 cinemas seating 2000; a giant cinema seating 350; an ice skating rink; outdoor facilities, and parking for 3500 cars and 14 buses.
The September 1, 1999 'Leader' reported on the first city council hearings on the proposal; there had been extensive correspondence in the preceding months.
There was considerable opposition; debate and hearings continued for months.
The December 22, 1999 'Leader' printed this picture in colour, with extensive coverage of a four-days second resource consent hearing.
The May 30, 2001'Leader' reported that the Environment Court had overturned the council's approval of the development, which would have 'had the potential to destroy' the main Upper Hutt shopping centre.
The November 14 'Leader' announced that the new city council had withdrawn its appeal against the court's decision, and the project would lapse.
