DescriptionThis plan was printed in colour in the June 5, 2002 'Leader'. Submissions closed at the end of the month.
The plan was commissioned from Auckland consultants Hames Sharley, and had been released in late May.
The 14-week brief had cost $65 000. It had been presented at an unnamed meeting.
Anchor tenants are those who would draw customers wherever they were sited; having them at the edges means other retailers would see their foot traffic.
Marked points:-
1. Queen Street/Pine Avenue intersection; possible anchor, The Warehouse (mentioned elsewhere)
2. 2-way 'civic link', Fergusson Drive to Pine Avenue.
3. Princes Street mostly closed; entertainment space at northern end, retail at southern, one-way traffic to Geange Street.
4. Woolworths car park extended to edge of princes Street, to provide more parking near Main Street.
5. Wakefield Street northern end closed; retail outlet, and access to McDonald's and car park.
6. Logan Plaza; 'north end anchor' 'needing enhancement'.
7. New street to north-west anchor, providing 'retail opportunities'.
8. North-east car parking; most of it could be sold for residential development.
X. Roundabouts closed. Roundabouts at King Street and Pine Avenue to be realigned to better relate to their Main Street entry.
The plan was printed as a centrefold; the image was scanned from a bound volume of 'Leaders'.
Ian Birdling produced an alternative which was passed via the council to Hames Sharley. He envisaged a weather-protected mall from the railway station to Queen Street, with the former Provincial Hotel demolished, and the Main Street pedestrian precinct reinstated; through traffic would use Queen Street instead of Fergusson Drive.
City planner Grant Birkinshaw announced his resignation in the August 28 'Leader'; he had managed the project since its inception. In the September 4 'Leader' he described the plan as 'fundamentally flawed', but reckoned they had got about two thirds of it right; the entertainment centre should not be in and across Princes Street, but on the vacant land opposite the civic centre.
