The city council had agreed to buy and demolish a block of three shops on the west side of Logan Street; the land would be used for parking for the mall and the cinema in the former Hazelwoods building, to the west, and the council would provide landscaping to link the area to Main Street. The mall entrance would be a few steps lower than Main Street.
The council was spending $1m, and was hoping that the improvements would help to attract major retailers to the city.
The drawing doesn't show Logan Street, which limited the landscaped area; and the drawing gives an impression of a long level approach to the Mall entrance.
