DescriptionPrinted in colour in the 'Leader' on February 19, 1997; the printed image was only 110 x 78 mm. The original is dated 12/96 and signed but not deciphered; it is on A3 paper (420 x 297 mm).
This was the second of a series of proposals for the area between St Patrick's College and County Lane.
After a retail development in Totara Park, west of Totara Park Road, was turned down in 1990, the July 10 'Leader' announced that Downers were urging a district scheme review to allow one to be built in Silverstream.
The July 17 'Leader' reported that the Retailers' and Mall Merchants' associations were against it.
It was discussed at a town-revitalisation meeting in Silverstream on July 11, 1990, with only Downers spokespeople speaking in favour.
The council had not received 'concise' plans; at the moment, the land was still zoned rural. Wellington Regional Council and Lower Hutt City Council would also have to consider any such development.
This second proposal was by Promall Ltd, and there would be 210 shops in a 76 000-square-metre complex; it would be New Zealand's biggest mall; twice St Luke's, and would employ 2000 people. Retailers had already voiced opinions against it in December.
A later and much more ambitious project was the 'ProMall', announced in February 1999. The Environment refused approval in May 2001, and after several appeals had been abandoned, the city council also dropped is appeal in November 2001.Last edited by: Don McLeod
