DescriptionPrinted in greyscale in the ‘Leader’ on November 7, 1989.
The Board officially ended its life on October 31, 1989; its functions and staff became part of Lower Hutt City Council's environmental services section.
140 invited guests saw six pallbearers carry the dummy, which wore rubber gloves and gumboots; the axe may have been wielded by Grim Reaper Brian Elwood, the Local Government Commission chairman.
