He had previously been pictured on December 17, 1985; he had been appointed Upper Hutt area controller. The article said he was 40, had ben in the Police since 1964, working in the Wellington region throughout, been promoted to inspector in 1981.
In the July 19, 1993 'Leader' he was pictured with his replacement, Alex Davidson; Bill had been appointed administration and planning officer for rhe Hutt District, which included the Wairarapa.
