DescriptionHeretaunga/Pinehaven district would be come part of Upper Hutt, and the Hutt Valley Drainage Board would be abolished, among other changes.
Although the proposals were stated not to be final, some were prefixed with a 'shall', and others with a 'will'.
Upper Hutt City Council would have 12 councilors and use a ward system, based on population, with a minimum of 2 councilors per ward. Rates would be based on land value; a change to capital value was recommended. Headquarters would be in Upper Hutt, with a second centre in Heretaunga-Pinehaven for six years or more.
A Hutt Valley Services Committee would be a joint Upper Hutt/Lower Hutt organization, with equal numbers from each city, and chairmanship changing from one council to the other every three years.
