Dennis Ryan presented the proposal to the city council. He had been encouraged by planner Grant Birkinshaw's wish to develop under-used land.
The project would need a zoning change. The architects were Whitcher Associates. The new river road gave good access, and Totara Park' was readily identifiable. The 34 hectares were broken down to:-
Leisure entertainment, 37%;
Professional services, 9%;
Bulk retail, 12%;
Parking, 23%;
Landscaping, 19%.
Plans had so far cost $50 000.
In a second article, Andrew Chaplow questioned parking for 3500 vehicles, against the 15 000-seat entertainment dome. The current CBD was only 24 hectares, and 22 000 square metres' bulk retail space would match ten Maidstone Malls Last edited by: Don McLeod
