The committee comprised representatives from Upper Hutt City, which had acquired the park, and the Heretaunga-Pinehaven District Community Council, which had run it for Hutt County Council; the chairman was to be independent. Mr Miller, a retired civil servant, had lived in Upper Hutt for more than thirty years. He was a Justice of the Peace and had been awarded a Queen's Service Medal three years earlier.
He might be related to Councilor Ralph Miller.
