His aim was to make the civic buildings easily accessible without people having to cross Fergusson Drive. The community services and civic centre committee had considered the plan the previous week and the plan would be kept for further consideration; the town planning committee had discussed it the previous night. The town planner had two criticisms; cost, and the effects on Fergusson Drive's function as a traffic artery.
A similar scheme was presented by the council's landscape architect in 1987 and shelved by the library and reserves committee; the July 14 article did not come with an illustration.
