The first comment printed was that the Wellington Regional Council had reversed its position on encouraging work outside the Wellington central business district.
Second came rates increases, down from 19.87% in 1977 to 12.58% in 1978. Government did not pay rates on its properties, but paid a grant.
He was reticent on his promise to reduce council staff.
The river bank had seen various sport developments and other improvements.
There had been discussions on an arts centre.
A hospital for Upper Hutt was unlikely, and Government had stated categorically that it was not going to invest in more health buildings.
