The city council's approval had appeared in the March 3 'Leader'. This would be the city's second garden centre; the applicants felt that Twigland was too small (Twigland was among the five objectors).
Roy Wale's garden supplies business had been running for 20 years and the Kents for 40; Mrs Kent's son Harry was an Olympic cyclist. Kent Nurseries and Wale's Garden Supplies Ltd would combine as Kent Gardens Ltd. The March 3 mentioned that the area was zoned 'residential'; the March 24 article said
the project was subject of an appeal before the Town and Country Planning Appeal Board.
The first stage would be the establishment of basic facilities; the building shown would be a second stage, with a mezzanine-floor coffee and tea shop which could also be used for demonstrations and meetings, and as a social amenity for the district.
