Architect, Stanley Fearn; builders McConnell & Slacke.
There had been a part-time ofice since 1957, replaced by a full-time one in Chapman House in February 1964.
At some stage, this building was replaced by a two-storey one, seen in the StreetView image.
The Public Trust has ceased operations in Upper Hutt.
