The area had been part of the Whiteman's Road-Fergusson Drive intersection.
The Ministry of Works land was in Hutt County, and the club had approached the county, and also Upper Hutt City Council;; the club suugestet that the city should help with landscaping and planting, and undertake maintenance, as this was the gateway to Upper Hutt; the councilhad agreed in principle, but detaiils would have to be resolved. Fron the plan, two-stage stairs would rise to a bridge crossing the two trailway tracks; the wide bridge had probably carried Whiteman's Road over the silver Stream.
