Prisoners from Wi Tako Prison had been clearing ground and planting tōtara trees for about a month; there would be around 150. An avenue of poplar trees was mentioned, plus some wetland, and a cleared railway embankment.
The project was being undertaken by the Heretaunga-Pinehaven District Community Council and Wellington Regional Council, and supported by Upper Hutt City Council.
Not mentioned was a long-running dispute between Upper Hutt and Heretaunga-Pinehaven District Council, who had refused to pay a $47 000 share of Trentham Memorial Park, and allocated it to this project instead. the Railways leased some land at a peppercorn rental and made a financial contribution.
According to a September 27, 1988 'Leader' progress report, the scheme was originally promoted by Rotary in 1984, and plans had been drawn up by the Regional Council landscape architect two years before the article. Upper Hutt City Council had provided hundreds of plants. Upper Hutt Rotary's Jim Lucas had been guiding the project. Rotary and Silverstream Jaycees were financial supporters. At the time, about half the trees on the railway side had been planted, with the rest expected to take a year. Poplar trees were to edge the western side of the road
