The November 17 'Leader' had announced that South Pacific Tyres, owners of the former Dunlop factory, were to stop making tubes and truck tyres, and would be laying off 120 of the 480 staff; they would concentrate on a narrower range of products. Agreement had not been reached by the December 1 issue, but the December 8 issue said the offer was final, and notices would be issued. There was no comment or information about this cartoon.
The government had introduced gradually-reducing import duties, hence the 'tariff cuts' in the picture.
