HistoryJack Kelleher was a journalist who worked in the Upper Hutt area at two periods, as editor of the 'Upper Hutt Times' newspaper 1949-1951, during which time he prepared a manuscript history of Upper Hutt (25 copies of this were published by the Upper Hutt Library from stencils in 1971), and again in 1990-1991 in revision of this earlier text for 'Upper Hutt: the history' (published in 1991 by the Upper Hutt City Council).
Publication of 'Upper Hutt: the history' began from an initiative by the Upper Hutt Valley 1990 Community Committee, which was collecting historical memoirs, and was later overseen by an Upper Hutt History Book Committee with the support of the Upper Hutt City Council.
An introductory note to A26/1 (F) (Copies of 'Upper Hutt Times') states:
"This is a copy of the first issue of the Upper Hutt Times. Along with the rest of this file of the paper from its inception on May 18 1949 to April 18 1951 it was the property of the Editor, J.A. Kelleher, who passed the papers to the Upper Hutt Council in 1977. He left the project in April 51 to work full-time as features editor of the morning daily Southern Cross and then as sub-editor on the Daily News, New Plymouth, and returned to edit the last four issues of the Upper Hutt Times (included on this file) in June-July 1953. While at Upper Hutt he lived at the Provincial Hotel (Mr and Mrs Tom Fisher) in the two-year period, and in the later period had a flat, with his wife, at the residence of Mrs Lomas, Russell St. In this later period he was also beginning an association with The Dominion, then as Hutt Valley reporter, later as Chief Reporter and Editor. Editors in 1951-1953 included R. McCormick and N.J. Harfield. Volume numbers followed calender years; the last should have been 5, not 6. Mr Kelleher, originally of Miramar, had been with the Evening Post, Hawera Star, Truth and various Australian papers before he was engaged by Upper Hutt businessmen and farmers to highlight in a weekly an Upper Hutt town planning controversy. Director and general manager was R.A. Row, of Fortune Lane, a retired Army brigadier. Commercial development at that time could not support two papers, and the Times, off the press of a Wellington job printing plant, was the more costly to produce."

Jack Kelleher’s August 1992 label inside the front cover describes the notes as "referred to Archives, Upper Hutt Library, for use by students involved in serious research” and adds that contents should be checked before being put out on public display.
Many of the pages are written on unlined paper, probably in Jack Kelleher’s handwriting; notes from interviews or transcribed from tape, or from library research. There are abbreviations which are not easily deciphered. In some areas, Hilda (Billington?) seems to have been asked to select highlights from other people’s contributions.

Added 2010: photographs taken by Kelleher's son that were uses in the final edition.
Jack Kelleher’s August 1992 label inside the front cover describes the notes as "referred to Archives, Upper Hutt Library, for use by students involved in serious research” and adds that contents should be checked before being put out on public display.
Many of the pages are written on unlined paper, probably in Jack Kelleher’s handwriting; notes from interviews or transcribed from tape, or from library research. There are abbreviations which are not easily deciphered. In some areas, Hilda (Billington?) seems to have been asked to select highlights from other people’s contributions.
