DescriptionThe photo was found with a mask hiding everything but Doug's head and shoulders; that portrait was first printed in the 'Leader' on November 14, 1994, which covered his funeral, and printed further tributes; the previous week's 'Leader' had reported his death aged 65, after a car accident, and printed an obituary.
Doug was at various times chairman of the Hutt Valley Drainage Board (until it was superseded in 1989); he had been a city councillor since 1973 and deputy mayor 1980-1992.
