DescriptionPhil had started working with the railways in 1928, in the workshops at Petone and then Lower Hutt; there had been 2000 people working there during Worlld War II.
After the war, he applied ' as a joke' and became chief draughtsman for the Upper Hutt City Council.
He had started making working models in 1940.
