His MA from Victoria University was in philosophy. He taught at Wellington Polytechnic for 20 years, and had been principal of CIT since 1968. He was elected president of the Technical Institutes Association in October 1974.
His father had been personal secretary to Labour politicians Peter Fraser and Walter Nash.
Jim had joined the party around 1940, and stood for Karori in 1951 and 1954. he was the party's vice-president 1961-1963 and in 1965. He became a Wellington city councilor in his mid-20s and chaired the staff committee from 1956 to 1962, and then had a term on the Wellington Harbour Board.
