Zone 1 was set aside for conservation; zone 2 was 'soft' landscape, and zone 3 'hard'; roads and buildings.
If the plan was adopted after objections were resolved in March 1986, a detailed landscaping plan woud be drawn and the amount of off-street parking would have to be investigated.
North on the plan is at about "7 o'clock".
